Gregory Downing, D.O., Ph.D.

Dr. Downing is the founder of Innovation Horizons, LLC, a Washington, D.C.-based health care and innovation consulting group focused on the applications of data in care delivery transformation initiatives. He has over 26 years of executive leadership in the federal government across multiple federal agencies in the U.S. Department of Health and Human Services, including the Immediate Office of the Secretary and the National Institutes of Health. He served in policy setting and program roles that included science and technology advisory capacities to multiple NIH directors, National Cancer Institute directors, and four HHS secretaries. From 2005 through 2009, he led the HHS secretary’s Personalized Health Care Initiative that facilitated interagency policies and programs to advance genomic science and technology applications, and led the HHS implementation of the Genetic Information Nondiscrimination Act of 2008 (GINA). Over the ensuing decade, he led the development and implementation of HHS’ health data transparency and open innovation initiatives, serving as the founding HHS executive director for innovation, and led the development of the HHS Secretary’s innovation center, IDEALab. Dr. Downing is adjunct professor of practice at Georgetown University where he leads the innovation in health care management track, and is an entrepreneur-in-residence for data science at AcademyHealth, a non-profit organization focused on health systems research and evidence-based practice. He also maintains an active medical practice in newborn pediatrics and is board certified by the American Board of Pediatrics. He earned his medical degree from Michigan State University, holds a B.S. degree in Pharmacy from Ferris State University and a Ph.D. in pharmacology from the University of Kansas.
